Mineral vs chemical sunscreen: which is actually safer?

Mineral and chemical sunscreens block UV differently and raise different safety questions. Here is what the FDA and peer-reviewed studies actually show, and which we recommend.

What is the actual difference between mineral and chemical sunscreen?
It is how they handle ultraviolet light. Mineral sunscreens use zinc oxide or titanium dioxide, two inorganic minerals that sit on the skin and mostly scatter and absorb UV, acting the moment they are applied. Chemical sunscreens use organic carbon-based filters such as avobenzone, octinoxate, oxybenzone, and octocrylene, which absorb into the upper skin layers and convert UV into a small amount of heat. The FDA calls minerals physical filters and the others chemical filters. Both can reach high SPF and broad-spectrum protection; the practical differences are how they feel, how they look on skin, and which safety questions each raises.
Is chemical sunscreen unsafe?
The honest answer is that some filters raise documented questions while others do not, so blanket statements are wrong in both directions. A 2019 to 2020 series of FDA studies in JAMA (Matta et al.) found that six common chemical filters, including oxybenzone and avobenzone, were absorbed into the bloodstream at levels above the FDA's toxicology threshold for waiving further testing. The FDA was explicit that absorption is not the same as harm, and that people should keep using sunscreen while the data is gathered. Oxybenzone is the most scrutinized filter because of weak endocrine signals in animal studies and high absorption; that is why we and the EWG flag it specifically rather than condemning all chemical filters.
Is mineral sunscreen the safer choice?
It has the cleaner regulatory profile, which is why we lean toward it, but with a real caveat. In the FDA's 2019 proposed rule, zinc oxide and titanium dioxide are the only two sunscreen active ingredients the agency proposed designating as generally recognized as safe and effective; every chemical filter was placed in a needs-more-data category. Minerals are not meaningfully absorbed through intact skin. The caveat is inhalation: loose mineral powders and some sprays can be breathed in, and nanoparticle titanium dioxide is the form of concern there, so we recommend creams and lotions over powders and aerosols. Applied as a lotion, mineral sunscreen is the option with the fewest open safety questions.
Do mineral sunscreens protect as well as chemical ones?
Yes, when used correctly, and this is where older criticism is now outdated. Modern zinc oxide formulas provide genuine broad-spectrum protection across UVA and UVB. A 2018 review in the Journal of the American Academy of Dermatology confirmed zinc oxide covers the broadest UV range of any single approved filter. The real-world gap is application: mineral formulas can leave a white cast, so people apply too thin a layer, and that under-application lowers the effective SPF far more than the filter type does. The best sunscreen is the one you will actually apply generously and reapply, which is a point we make in our mineral sunscreen guide.
What about the reef and environmental concerns?
This is one area where the evidence points clearly at specific chemical filters. Studies including Downs et al. 2016 in Archives of Environmental Contamination and Toxicology linked oxybenzone and octinoxate to coral bleaching and larval harm at environmentally relevant concentrations, which is why Hawaii, Key West, and several other jurisdictions banned those two filters. Non-nano zinc oxide and titanium dioxide are generally considered lower risk to reefs, though no sunscreen is entirely impact-free. If you swim in the ocean, a non-nano mineral sunscreen is the most defensible choice on environmental grounds, separate from the human-health question.
So which should I use?
For daily use and for children, we recommend a non-nano mineral (zinc oxide) lotion: it has the cleanest FDA profile, the least absorption, and the lowest reef impact, and the only meaningful trade-off is a possible white cast that newer formulas have largely solved. If you strongly prefer the feel of a chemical sunscreen, choose one without oxybenzone, the single most flagged filter, and you have addressed the largest documented concern. The worst choice is no sunscreen: unprotected UV exposure is a confirmed cause of skin cancer, while the filter debate is about smaller, still-unresolved differences. Apply generously, reapply, and do not let the comparison become a reason to skip protection.
